Online bingo in Cameroon is legal and regulated under Law n°2015/012 of July 16, 2015, which governs entertainment games, money games, and games of chance (1). The operation of online games falls under an authorization regime, meaning operators must obtain authorization from the Minister in charge of gaming before commencing operations (2). Online gambling is defined as any game or betting where participation is done exclusively through an online public communication service, distinguishing it from terminal-based or physical premises gambling (1).
Decree n°2019/2300/PM of July 18, 2019 specifies the application terms for the 2015 law, establishing strict requirements for online gambling operators (1). Applicants must have representation in Cameroon, provide a bank caution of 200,000,000 CFA francs (approximately $310,000), ensure their website domain ends with ".cm", process all payments exclusively online via payment service providers, implement data protection rules, and maintain civil liability insurance coverage (1). The law seeks to promote balanced development of various game types to prevent economic destabilization and contribute towards boosting the national economy while limiting and regulating game supply and consumption (2).
"Whosoever operates an online gaming activity without authorization shall be punished with imprisonment from six months to two years or a fine from five million to twenty-five million CFA francs or both imprisonment and fine."
Authorizations are issued by the Ministry of Territorial Administration for five-year renewable periods and are non-transferable to third parties (1). Games falling under authorization regime include entertainment games, commercial lotteries or raffles, and online games, while casinos and public lotteries require concession contracts with a maximum validity of 10 years (2). Online gambling establishments must comply with CEMAC Regulation N°01/03-CEMAC-UMAC on anti-money laundering, submitting activity statements to the National Agency for Financial Investigation, recording transactions for at least five years, and reporting suspicious activities (1).
